تدين مؤسسة الإنصاف لحقوق الإنسان بأشد العبارات الكارثة الإنسانية التي وقعت في مركز “الكورنيش التجاري” بمدينة الكوت، والتي راح ضحيتها العشرات من الأبرياء بين قتيل وجريح ومفقود، جراء حريق مروّع كشَف عن فشلٍ صارخ في منظومة السلامة العامة والإجراءات الوقائية داخل المنشآت التجارية في العراق.
تعتبر المؤسسة أن ما حدث لا يُعد حادثاً عرضياً فحسب، بل نتيجة مباشرة للإهمال المتكرر، والفساد الإداري، والتقصير الحكومي في فرض وتطبيق معايير السلامة والرقابة.
وتستنكر المؤسسة بشدة التقارير التي تشير إلى نقل عدد كبير من آليات الإطفاء العراقية إلى خارج البلاد خلال الفترة الأخيرة، دون مراعاة كافية للاحتياجات المحلية، مما أدى إلى إضعاف قدرة فرق الدفاع المدني على الاستجابة السريعة والسيطرة على الحريق، وأسهم بشكل مباشر في تفاقم الكارثة.
وتحمّل المؤسسة المسؤولية الكاملة لكل من:
رئاسة الوزراء، ووزارة الداخلية، والدفاع المدني، ومحافظة واسط، والجهات الرقابية المعنية، كونهم الأطراف المسؤولة عن سلامة المواطنين، ومنح التراخيص، ومتابعة الالتزام بمعايير الأمن والوقاية.
وتطالب المؤسسة بفتح تحقيق عاجل، مستقل، وشفاف لضمان عدم تكرار مثل هذه الكوارث، وتحقيق العدالة الكاملة لذوي الضحايا.
كما تدعو المؤسسة الحكومة العراقية إلى:
• إعلان نتائج التحقيقات خلال مدة لا تتجاوز أسبوعين.
• تشكيل لجنة وطنية دائمة لمراقبة إجراءات السلامة في جميع المنشآت التجارية والخدمية.
• تحميل المسؤولين المباشرين كامل المسؤولية القانونية والجنائية.
كما تدعو المؤسسة المفوضية العليا لحقوق الإنسان في العراق، وجميع منظمات المجتمع المدني، إلى الوقوف صفًا واحدًا للمطالبة بمحاسبة المقصرين، والدفاع عن حق المواطن في الحياة، والكرامة، والسلامة.
إن استمرار مثل هذه الكوارث – من مستشفيات، إلى قاعات أعراس، والآن مراكز تجارية – يثبت أن دم المواطن العراقي ما زال أرخص من نار الإهمال.

The Al-Insaf Foundation for Human Rights strongly condemns the humanitarian catastrophe that took place at the “Corniche Commercial Center” in the city of Kut, which claimed the lives of dozens of innocent people—killed, injured, and missing—due to a horrific fire that revealed a stark failure in the public safety system and preventive measures within commercial establishments in Iraq.
The foundation considers that what happened is not merely an accidental incident, but a direct result of repeated negligence, administrative corruption, and governmental failure in enforcing and applying safety and regulatory standards.
The foundation strongly denounces reports indicating that a large number of Iraqi firefighting vehicles were transferred abroad in recent months, without adequate consideration for domestic needs, which contributed to weakening the Civil Defense teams’ ability to respond quickly and control the fire, directly exacerbating the tragedy.
The foundation holds fully accountable the following parties:
The Prime Minister’s Office, the Ministry of Interior, the Civil Defense, Wasit Governorate, and the relevant regulatory bodies, as they are responsible for citizens’ safety, issuing licenses, and monitoring compliance with safety and prevention standards.
The foundation demands an urgent, independent, and transparent investigation to ensure such disasters are not repeated and to achieve full justice for the victims’ families.
The foundation also calls on the Iraqi government to:
• Announce the results of investigations within no more than two weeks.
• Form a permanent national committee to monitor safety procedures in all commercial and service establishments.
• Hold the directly responsible officials fully legally and criminally accountable.
The foundation further calls on the Iraqi High Commission for Human Rights and all civil society organizations to stand together in demanding accountability for those who failed in their duties and to defend the citizen’s right to life, dignity, and safety.
The continued recurrence of such disasters—from hospitals to wedding halls and now commercial centers—proves that Iraqi citizens’ blood remains cheaper than the fire of negligence.
