الدراما ليست منصة للإساءة أو الانقسام
بيان صادر عن منظمة الإنصاف لحقوق الإنسان بشأن مسلسل (حمدية)
تعرب منظمة الإنصاف لحقوق الإنسان عن بالغ استهجانها وإدانتها الشديدة لما ورد في الإعلان الترويجي لمسلسل (حمدية)، ولا سيما ما تضمنه من لقطات ومشاهد تخدش الحياء العام، وتتنافى مع القيم المجتمعية والأعراف الأخلاقية الراسخة في المجتمع العراقي، الأمر الذي يشكل إساءة صريحة للذوق العام وخروجاً واضحاً عن المعايير المهنية التي يفترض أن تحكم العمل الدرامي.
وتدين المنظمة بشدة المضامين الطائفية الخطيرة التي حملها العمل، والمتمثلة في اتهام طائفة اجتماعية ودينية كاملة وتصويرها بصورة نمطية سلبية، مقابل “إنقاذها” من قبل طائفة أخرى، مع ربط ذلك باللجوء إلى مكان مقدس، في إيحاءات تمس العقائد الدينية وتغذي الانقسام المجتمعي، وهو ما يمثل خطاباً إقصائياً وتحريضياً يهدد السلم الأهلي ويعمق حالة الاستقطاب في المجتمع العراقي.
إن القصة التي يطرحها الكاتب، والمنشورة سابقاً بذات العنوان، تتبنى نهجاً قائماً على تكريس الصور النمطية وتعميق الانقسام، بما لا يمكن اعتباره عملاً درامياً بريئاً، بل خطاباً من شأنه فتح الباب أمام الفتنة والكراهية، في بلد عانى طويلاً من آثار الخطاب الطائفي وما نتج عنه من عنف وتمزق اجتماعي.
وتؤكد المنظمة أن استخدام الدراما لتمرير مشاهد تخالف القيم العامة أو لبث رسائل تمييزية أو تحريضية، يعد انتهاكاً لمبادئ الدستور العراقي وللمواثيق الدولية لحقوق الإنسان التي تحظر التحريض على الكراهية والتمييز، وتكفل احترام التنوع الديني والاجتماعي وصون كرامة الأفراد.
وبناءً عليه، تطالب منظمة الإنصاف لحقوق الإنسان بما يلي:
1. تدخل القضاء العراقي بشكل عاجل للتصدي لمثل هذه الأعمال التي تمس القيم العامة وتهدد السلم المجتمعي، واتخاذ الإجراءات القانونية اللازمة بحق الجهات المسؤولة عن إنتاج وبث هذا المحتوى.
2. قيام هيئة الإعلام والاتصالات بدورها الرقابي الكامل، ومراجعة محتوى المسلسل ومنع بث أي عمل يتضمن مشاهد تخدش الحياء العام أو خطاب كراهية أو تحريضاً طائفياً، وفقاً لصلاحياتها القانونية.
3. تحميل الجهات المنتجة والراعية مسؤولية الآثار الاجتماعية والأخلاقية الخطيرة المترتبة على هذا الخطاب.
إن منظمة الإنصاف لحقوق الإنسان تؤكد أن الدراما يجب أن تكون أداة وعي وبناء، لا وسيلة للإساءة للقيم المجتمعية أو إشعال الفتن، وأن حماية السلم الأهلي وصون الذوق العام مسؤولية وطنية وقانونية لا تقبل التهاون.
السلم الأهلي خط أحمر،
والتحريض الطائفي جريمة تستوجب المساءلة القانونية.

Drama Is Not a Platform for Abuse or Division
Statement Issued by Al-Insaf Human Rights Foundation Regarding the Series Hamdiya
Al-Insaf Human Rights Foundation expresses its profound disapproval and strong condemnation of the content included in the promotional trailer of the series Hamdiya, particularly the scenes and footage that offend public decency and contradict the societal values and deeply rooted moral norms of Iraqi society. Such content constitutes a clear violation of public taste and a blatant departure from the professional standards that should govern dramatic productions.
The Foundation further strongly condemns the dangerous sectarian narratives embedded in the work, which involve accusing an entire social and religious group and portraying it through negative stereotypes, while depicting its so-called “salvation” by another group, and linking this narrative to seeking refuge in a sacred place. These implications infringe upon religious beliefs, fuel societal division, and represent exclusionary and inciting discourse that threatens civil peace and deepens polarization within Iraqi society.
The storyline presented by the writer—previously published under the same title—adopts an approach that reinforces stereotypes and entrenches division. This cannot be regarded as an innocent or neutral dramatic work; rather, it constitutes a form of discourse that opens the door to sedition and hatred in a country that has long suffered from the consequences of sectarian rhetoric and the violence and social fragmentation it has produced.
The Foundation affirms that the use of drama to promote scenes that violate public morals or to disseminate discriminatory or inciting messages constitutes a violation of the principles of the Iraqi Constitution, as well as international human rights instruments that prohibit incitement to hatred and discrimination, uphold respect for religious and social diversity, and protect human dignity.
Accordingly, Al-Insaf Human Rights Foundation calls for the following:
1. Urgent intervention by the Iraqi judiciary to confront such works that undermine public values and threaten social peace, and to take the necessary legal measures against those responsible for producing and broadcasting this content.
2. The Media and Communications Commission to fully exercise its regulatory mandate by reviewing the content of the series and preventing the broadcast of any work that includes scenes offending public decency, hate speech, or sectarian incitement, in accordance with its legal authority.
3. Holding the producing and sponsoring entities accountable for the serious social and moral consequences resulting from this form of discourse.
Al-Insaf Human Rights Foundation emphasizes that drama should serve as a tool for awareness and constructive engagement, not as a means to undermine societal values or ignite discord. Protecting civil peace and preserving public decency are national and legal responsibilities that must not be compromised.
Civil peace is a red line,
and sectarian incitement is a crime that requires legal accountability.
