واقع إنساني يستوجب الحماية

تتابع مؤسسة الإنصاف لحقوق الإنسان الأوضاع الإنسانية في شمال وشرق سوريا، وما تشهده هذه المناطق من معاناة متفاقمة نتيجة استمرار أعمال العنف، والتي انعكست بشكل مباشر على حياة المدنيين والأسر والمجتمعات المحلية، وفي مقدمتهم الشعب الكردي والأقليات وبقية المكونات المجتمعية، التي تحمّلت على مدى سنوات طويلة أعباء النزاع، والتهجير، وفقدان الشعور بالأمان.
لقد مرّت مجتمعات شمال وشرق سوريا بتجارب إنسانية قاسية، شملت انتهاكات جسيمة للكرامة الإنسانية، واعتداءات على المدنيين، وقتلًا عشوائيًا، إلى جانب ممارسات مهينة للإنسان واضطرابات أمنية رافقها خروج سجناء من السجون في سياق الفوضى والعنف. وقد أسهمت هذه الوقائع، بغضّ النظر عن الجهات المتورطة فيها، في تعميق معاناة السكان، وتوسيع دائرة الخوف، وترك آثار نفسية واجتماعية مؤلمة داخل الأسر والمجتمعات المحلية.
كما لا يمكن إغفال ما خلّفته الجماعات المتطرفة، وعلى رأسها تنظيم داعش، من إرث ثقيل من العنف والانتهاكات، ما زالت المجتمعات تعاني من تبعاته الإنسانية حتى اليوم، في وقتٍ تُثار فيه مخاوف متزايدة إزاء ما يُشار إليه بشأن وجود تشكيلات عسكرية غير سورية ضمن البنية الحالية للجيش السوري، يُخشى أن تكون ممارساتها الميدانية قد أسهمت في تصاعد مظاهر العنف، وخلّفت آثاراً إنسانية جسيمة على المدنيين، وزادت من معاناة السكان، ولا سيما في المناطق المتأثرة بالنزاع.
وتشير مؤسسة الإنصاف لحقوق الإنسان إلى أن من أخطر ما واجهته المجتمعات في مناطق النزاع هو تفريط بعض القوى بمصير الشعوب وربطه بوعود خارجية ثبت مراراً أنها لا تقوم على ضمانات إنسانية حقيقية. إن كرامة الشعوب وحقوقها لا يجوز أن تكون موضع مقايضة أو رهان سياسي، ولا ينبغي أن تُدار مصائر الناس على أساس تطمينات أو وعود سرعان ما تتبدد، الأمر الذي يترك المدنيين وحدهم في مواجهة العنف والانتهاكات بعد انكشاف تلك الوعود.
وتؤكد المؤسسة أن استمرار هذه الممارسات والانتهاكات، بما فيها القتل العشوائي وما يرتبط به من فوضى أمنية، يشكّل انتهاكاً خطيراً لحق الإنسان في الحياة والأمان والكرامة، ويقوّض أي أمل حقيقي في التعافي والاستقرار.
وعليه، تشدد مؤسسة الإنصاف لحقوق الإنسان على ما يلي:
1. ضرورة حماية المدنيين وصون حياتهم وكرامتهم دون أي تمييز.
2. احترام حقوق جميع المكونات والأقليات وضمان عدم تعرّضها لأي شكل من أشكال الاستهداف أو الإقصاء.
3. العمل على وقف جميع أشكال العنف والانتهاكات التي تطال المجتمعات المحلية.
4. معالجة الآثار الإنسانية والنفسية التي خلّفها العنف على الأسر والضحايا.
5. السعي إلى توفير بيئة آمنة تكفل العيش بسلام وكرامة لجميع السكان.
وتجدد مؤسسة الإنصاف لحقوق الإنسان التزامها الإنساني الثابت بالدفاع عن حقوق الإنسان وصون الكرامة الإنسانية، وتؤكد أن حماية الإنسان يجب أن تبقى في صدارة الأولويات، وأن أي طريق نحو الاستقرار الحقيقي والمستدام لا يمكن أن يتحقق ما لم تُحترم حياة الإنسان وكرامته، ويُصغى لمعاناة الضحايا، وتُبذل جهود جادة لمنع تكرار المآسي.

A Humanitarian Reality That Requires Protection

Al-Insaf Foundation for Human Rights follows the humanitarian situation in northeastern Syria and the escalating suffering witnessed in these areas as a result of the continued violence, which has directly affected the lives of civilians, families, and local communities—most notably the Kurdish people, minorities, and the rest of the societal components—who have borne for many years the burdens of conflict, displacement, and the loss of a sense of safety.
Communities in northeastern Syria have endured harsh humanitarian experiences, including serious violations of human dignity, attacks against civilians, random killings, as well as degrading practices against individuals and security disturbances accompanied by the release of prisoners from prisons amid chaos and violence. Regardless of the parties involved, these realities have deepened the suffering of the population, expanded the circle of fear, and left painful psychological and social impacts on families and local communities.
Nor can the heavy legacy of violence and violations left by extremist groups—chief among them ISIS—be overlooked, the humanitarian consequences of which communities continue to suffer to this day.
This comes at a time when growing concerns are being raised regarding reports of the presence of non-Syrian military formations within the current structure of the Syrian army, whose field practices are feared to have contributed to escalating violence, caused severe humanitarian harm to civilians, and increased the suffering of the population, particularly in areas affected by the conflict.
Al-Insaf Foundation for Human Rights also points out that one of the most serious challenges faced by communities in conflict zones has been the relinquishment by certain forces of peoples’ destinies by tying them to external promises that have repeatedly proven to lack genuine humanitarian guarantees. The dignity and rights of peoples must not be subject to bargaining or political bets, nor should people’s futures be managed on the basis of reassurances or promises that quickly fade away, leaving civilians alone to face violence and violations once those promises collapse.
The Foundation affirms that the continuation of these practices and violations, including random killings and the security chaos associated with them, constitutes a grave violation of the human right to life, safety, and dignity, and undermines any real hope for recovery and stability.
Accordingly, Al-Insaf Foundation for Human Rights stresses the following:
1. The necessity of protecting civilians and safeguarding their lives and dignity without any discrimination.
2. Respecting the rights of all components and minorities and ensuring that they are not subjected to any form of targeting or exclusion.
3. Working to halt all forms of violence and violations affecting local communities.
4. Addressing the humanitarian and psychological impacts left by violence on families and victims.
5. Striving to provide a safe environment that ensures living in peace and dignity for all residents.
Al-Insaf Foundation for Human Rights renews its firm humanitarian commitment to defending human rights and safeguarding human dignity, and affirms that the protection of human beings must remain a top priority. Any path toward genuine and sustainable stability cannot be achieved unless human life and dignity are respected, the suffering of victims is heard, and serious efforts are made to prevent the recurrence of tragedies.
